Well, Rotterdam seems to be hot these days - lots more happening than in the past. BUT - The Hague is one of my favorites - way nicer than Amsterdam, with great ambience & history. I'd go for that place, if you have to choose. Charming restaurants & places to stroll.

Utrecht for sure. Much more nice sights and enough gigs (e.g. Tivoli theatre and sometimes Vredenburg hall). Rotterdam is bigger and hence has also a decent amount of culture but really hardly any sights unless one likes modern architecture. The whole city centre there is post-1945 for obvious historical reasons.
Amsterdam is by far the most expensive city and the region around Amsterdam the most expensive region in the Netherlands when speaking about housing. Amsterdam is followed by Utrecht, Eindhoven, The Hague and Rotterdam.
Which is nicer Rotterdam or Amsterdam?
Rotterdam has a distinct city vibe while Amsterdam is more of a town. Amsterdam has centuries-old architecture, coffee-shops and liberal attitude to life and Rotterdam has striking modern architecture, world-class dining and a very cool, laid back feel. While Amsterdam has a big port, Rotterdam's port is huge!
For those looking for age-old architecture and a rich history should head to Amsterdam where as if you prefer striking, contemporary architecture then Rotterdam is an ideal destination.

Language and Multilingualism

Rotterdam is world famous for its uniquely designed modern architecture and the Markthal or Market Hall building is an exceptional example that makes the city step up to that level. The Market Hall has been hailed as a great success since its opening in 2014, evidenced by its eight million yearly visitors.
Rotterdam has a unique urban vibe. The diverse and multicultural nature of Rotterdam's population is visible and tangible in its art, culture, nightlife, culinary culture, business community and literally on the streets. Practically everybody here speaks English fluently.
English is widely spoken all across the country. The rate of English fluency is probably better than in the United States, actually. And by probably I mean definitely. Estimates for English proficiency in the Netherlands range from about 90-93%.
If you're into historic buildings, Antwerp is the place to go. Rotterdam has some nice historic buildings too but the real old city was destroyed by the Nazi's in 1940. So now it's more a city of contrast between old and modern with nice dramatic skylineviews from the river, with the beautifull Erasmusbrug.
